Snow Removal Snow removal is one
of the most important jobs of the Village Street Department, for the
safety of the residents and anyone travelling in the Village, and
one of the most difficult.
Equally important are the safety and effectiveness of the
Street Department personnel to do that job.
To that end, there are Village Codes addressing this.
The following Village Code THAT RUNS FROM DEC 1st-MARCH
31(of the current year) explains the requirements and rights of the
Village for snow removal and the penalties for offenses.
THE WINTER RULE ORDINANCE IN THE
BEGINS DEC 1st-MARCH 31(OF THE CURRENT YR) AND MEANS THAT NO PARKING
ON ANY
§ 235-52.2. Parking restrictions.
Any 3-inch snowfall shall, for the purposes of this chapter,
constitute a snow emergency.
Exceptions are in the following locations where parking will be
prohibited during a snow emergency from the hours of 9:00 a.m. to
12:00 p.m. until such streets are plowed:
No owner or
operator of a motor vehicle shall park the same unattended on any
Village street or highway within the Village of Endicott following
any snowfall of three inches or more between 1:00 a.m. and 6:00 a.m.
until said street or highway shall have been plowed by or at the
direction of the Street Department of the Village of Endicott. Exceptions are in
the following locations where parking will be prohibited during a
snow emergency from the hours of 9:00 a.m. to 12:00 p.m. until such
streets are plowed: Name of Street

Towing of vehicles. Any motor vehicle
parked in violation of this chapter may be towed away by or at the
direction of the Superintendent of Public Works of the § 235-52.4.
Penalties for offenses. If the towing away
of a motor vehicle cannot be accomplished, the owner of said motor
vehicle in violation of this chapter, upon conviction, shall be
subject to a mandatory fine of $25. § 235-52.5.

VILLAGE STREETS AND HIGHWAYS WITHIN THE VILLAGE OF ENDICOTT AFTER A
3-INCH SNOWFALL UNTIL SAID STREETS AND HIGHWAYS HAVE BEEN PLOWED,
EXCEPT WHERE OTHERWISE DESIGNATED.
The following
Village Code prohibits anyone from depositing snow/ice on streets or
sidewalks as a result of shoveling or plowing and explains the
penalties for doing so. § 214-13.
Deposit of substances on streets and sidewalks. No person shall
throw or deposit or cause to be thrown or deposited, on any public
street, avenue or sidewalk or in any public place, any obnoxious,
impure or noisome liquid or substance whatsoever … § 214-20.
Penalties for offenses. Any person
violating any of the provisions of this article shall be guilty of a
violation and, upon conviction thereof, shall be punishable by a
fine not exceeding $250 for each offense or imprisonment not
exceeding 15 days , or both such fine and imprisonment.
